Introduction
In line with the spirit of south-south Co-operation, the MTCP was launched in 1980, with a view to sharing development experiences with other developing countries. The program forms part of the strategy and commitment of the Malaysian Government to the promotion of technical co-operation among developing countries, the strenghthening of regional and sub-regional co-operation, and nurturing of collective self-reliance among developing countries. The MTCP, now in its 28 years of operation, proved to be a useful vehicle in realizing the Government’s objective to assist other developing countries through the implementation of suitable projects. As at June 2008, 138 countries of MTCP from all major regions of the world. There are forty five training institution which are providing training under the MTCP.
Training offered under the MTCP enabled the international participants to exchange information, share development experiences as well as acquire new knowledge. These training programs also contributed towards increasing awareness of the potential benefits of South-south co-operation. The partipation of Malaysians in these programs further assisted in establishing closer working relationship between Malaysia and other developing countries.
The Objectives of MTCP :
- To share development experience with other countries;
- To strengthen bilateral relations between Malaysia and other developing countries;
- To promote South-South Cooperation;
- To promote technical cooperation among developing countries.
Entry Requirements :
A minimum of GCE ‘O’ Level or equivalent. Applicants must be able to speak and write good English. Preference will be given to applicants age 26 - 45 years old and with some working experience in cooperative sector. Applicants should not attend any other MTCP courses in Malaysia before.
Co-operative College of Malaysia Background
The Co-operative College of Malaysia (CCM) is responsible for providing training and education in the field co-operative movement in Malaysia. It was established in 1956 and incorporated as a statutory bodyunder an Act of Parliament in 1968. At present, the CCM is an organization under the Ministry of Domestic Trade, Co-operatives and Consumerism.Since its establishment, the administration and operation of the College has been financed from the Co-operative Education Trust Fund, set up with contribution from the net profits of co-operative societies. The government assists with financial assistance for its capital expenditure when required.
The Co-operative College of Malaysia has been conducting courses for international participants under the banner of MTCP since 1984 and has conducted four programmes in various area of studies such as the Certificate in Co-operative Management introduced in 1984, the Certificate in Co-operative Auditing introduced in 2001, the Certificate in Co-operative Human Resource Management introduced in 2002, Certificate in Co-operative Dekstop Publishing (formerly known as Certificate in IT Skills for effective Publication) introduced in 2003 and Certificate in Co-operative Povery Reduction introduced in 2005. As of July 2009, 816 participants representing 106 developing countries have been trained.
The College is constantly undertaking initiatives to conduct courses in line with the trend and requirements of the international co-operative movement. CCM hopes that these courses will be able to upgrade the quality of management and administration as well as enhance the level of professionalism in co-operatives in the participating nations. Co-operative officers, managers and leaders must be equipped with the latest management skills that are crucial to the survival of co-operatives and this can only be attained through training.
